Saudi Arabia unveils Hajj 2027 roadmap

Saudi Arabia has unveiled its roadmap for Hajj 2027, setting out plans to strengthen operational planning, improve coordination between government agencies and enhance services for visitors following a review of this year’s pilgrimage.

The plan was developed during a series of three-day workshops organised by the Mecca Principality Agency for Hajj and Umrah Affairs in partnership with the Hajj Projects Management Office of the Pilgrim Experience Program. Held under the supervision of Prince Saud bin Mishaal, Deputy Emir of Mecca and Chairman of the Permanent Committee for Hajj and Umrah, the sessions brought together representatives from 60 government entities responsible for serving pilgrims across the holy sites to review the 2026 season and shape preparations for next year.

Recommendations focused on expanding proactive measures and improving coordination between participating agencies, including clearly defining responsibilities for different sectors. Officials also discussed ways to enhance operational readiness, anticipate potential challenges and maintain high standards of service throughout the pilgrimage.

The roadmap builds on measures introduced for Hajj 2026, which took place between 25 and 30 May. Saudi expanded the use of biometric screening, facial recognition and digital permits while introducing integrated processing systems that complete key pilgrim procedures before departure. Authorities strengthened permit enforcement through the Nusuk Card digital ID, tighter oversight of pilgrimage operators and enhanced transport operations designed to improve crowd management and reduce waiting times.

Saudi has also continued broader reforms introduced in recent years, including replacing traditional tawafa organisations with licensed Hajj hospitality companies and maintaining stricter penalties for unauthorised pilgrims entering Makkah during the pilgrimage season.
