Agreement aims to position Sultanate as leading “sun-and-beach destination”
Oman and TUI are set to develop five hotels in the Dhofar region as part of a landmark plan to position Oman as a leading “sun-and-beach destination”.
The properties — scheduled to open in time for winter 2027/2028 — stem from a strategic agreement between Omran Group, Oman’s tourism development arm, and TUI Group, one of Europe’s largest travel companies.
Dhofar, located in southern Oman, is famed for its stunning beaches in Salalah, lush greenery, waterfalls and unique monsoon climate that transforms the landscape each summer.
The five hotels will form an “integrated destination cluster”, combining hospitality, experiences and cruise offerings in one location.
Featuring renowned brands such as Robinson, Tui Blue, Riu, Jaz, and The Mora, the cluster will add a total of 2,000 rooms to Dhofar’s capacity.
The Riu hotel is expected to be the first to welcome guests, with the overall portfolio catering to diverse segments from upscale resorts to family-friendly options.

Sebastian Ebel, CEO of Tui Group, highlighted how Oman’s unique appeal aligns seamlessly with Tui’s expertise in creating integrated travel destinations.
Ebel emphasised Oman’s potential as a year-round destination, citing its “cultural richness”, abundant “outdoor adventures” and the monsoon-driven Khareef season that creates “lush landscapes”.
He added that Tui has identified “untapped areas and untapped beaches” across the sultanate.
Flights to support the new cluster will be operated in partnership with Oman Air, which also recently launched a new digital platform in collaboration with Tui, featuring travel packages to more than 20 destinations worldwide.
Commenting on the agreement, Azzan Qassim Al Busaidi, Undersecretary for Tourism at the Ministry of Heritage and Tourism and Chairman of OMRAN Group, said: “By combining international expertise with our local vision, we are taking the first step toward unlocking the country’s full potential as a year-round destination, driving sustainable economic growth and creating meaningful opportunities for our people and businesses in alignment with Oman Vision 2040.”
Under the joint venture terms, Omran Group and TUI will each hold a 45% stake, with the remaining 10% owned by a private investor.
The agreement also includes plans for OMRAN Group to acquire a 1.4% strategic stake in TUI Group.
