All passport holders eligible for visits of up to 90 days
Saudi Arabia and Russia have entered into a new bilateral agreement allowing visa-free travel for citizens of both countries for stays of up to 90 days. The move makes Russia the first country to establish a mutual visa exemption arrangement with the kingdom.
Unveiled on 1 December 2025 during the Saudi-Russian Investment and Business Forum in Riyadh, the agreement applies to all passport holders travelling for tourism, business or family visits. However, travellers entering for employment, study, residency or religious pilgrimages will still need to apply for appropriate visas under existing regulations.

Russia continues to rank among the top 10 source markets for travellers to the GCC region, according to data intelligence platform Mabrian, and the new visa arrangement is expected to stimulate further demand.
The two nations are already strengthening air connectivity, with the kingdom’s low-cost airline Flynas recently launching direct flights to Moscow. Currently, services to the Russian capital are available via the national carrier Saudia and Flynas.
The new agreement aligns with Saudi’s strategy to boost tourism and economic activity by simplifying visa procedures. The kingdom recently introduced an e-visa process for travellers, where Visa cardholders can apply online using only their bank and passport details. Through this system, travellers can receive an e-visa in minutes, significantly reducing processing times.
