Regulatory change expected to encourage longer charter stays and diversified itineraries
The UAE has introduced a new regulatory framework that eases yacht movements between Abu Dhabi and Dubai, simplifying approvals for foreign-flagged vessels sailing the country’s two leading cruising hubs. Designed to accelerate the growth of the Gulf’s luxury yachting sector, the updated system reduces bureaucracy and enables smoother passage between marinas, anchorages and key waterfront destinations in both emirates.
Taking effect in January 2026, the reform removes duplicate approvals and related entry or exit formalities, with navigation permits issued by either authority now recognised across both jurisdictions so international yachts can move freely without repeat paperwork or checks.
At the core of the framework is a shared Early Inquiry System, a digital platform linking maritime authorities in Abu Dhabi and Dubai that provides secure access to vessel, crew and passenger data, eliminating repeat submissions and significantly shortening processing times.

The initiative is expected to enhance operational efficiency and deliver a more seamless cruising experience for international yacht owners, operators and charter guests exploring UAE waters. By improving connectivity and reducing restrictions, it also supports extended charters and diversified itineraries, blending Dubai’s vibrant marina lifestyle with Abu Dhabi’s scenic islands, tranquil anchorages and cultural landmarks.
Once fully implemented, foreign yachts will no longer face individual border checks between the two emirates. Maritime agents and industry stakeholders will be briefed ahead of rollout to ensure a smooth transition and consistent implementation across all ports and marinas.
Supporting the UAE’s ambition to become a global superyacht and marine leisure hub, Dubai Maritime Authority recorded a 149% increase in foreign yacht arrivals in H1 2025, with 97 international vessels compared to 39 the previous year. The emirate has also brought several new marinas online over the past two years, adding 437 berths across projects such as Marsa Al Arab, Port de La Mer, Nakheel Dubai Islands Marina and Jewel of the Creek.
